This is a Soviet Mosin-Nagant M38 Carbine, made in 1943.  The machining on this gun is very rough, as it was produced during the Great Patriotic War (WWII).   This rifle still has the original M38-style stock (no cutout for a side-folding bayonet), which is fairly hard to find as most of these were replaced with M44 stocks when they were refinished.  The M38 production started in 1939 and continued until 1944, when it was replaced by the M44.

Interesting Markings:

These markings appear on the barrel where it meets the receiver. The top marking is the familiar hammer and sickle. To the left of that is a 'y' in a circle (the stamp is upside-down on this rifle), which indicates the firearm was proof tested. 1943r refers to the year of manufacture. Below that is the serial number (partially blurred out), and finally, the arrow in the triangle signifies that this rifle was produced by the Izhevsk factory.
